Acetic acid is a carboxylic acid, and when ionized, it becomes CH3CO2- and H+|||if it is (-OH) hydroxyl with a minus, it's a base. If it's a hydroxyl on a carbon it's neutral kind of like water, an alcohol. If an oxygen is double bonded to the carbon and there is a hydroxyl, resonance makes it so if a H+ leaves; it's still pretty stable.
